Answers the two structural gaps in x402 as it scales into agent commerce: no sanctions/counterparty screening at the payment layer, and no dispute mechanism for a settled-but-wrong claim. Includes a static offline verifier (verify-live.js, zero dependencies) that fetches the real free preview export and the real production public key and checks them against each other, plus a synthetic example built with the exact schema the live notary uses so you can see the claim → resolved-verdict shape in isolation.

The public-facing collaborative development layer for the notary: source, tests, and docs kept deliberately separate from production secrets and deploy credentials. Includes the notary service source, the actor-attribution/sessionization logic behind our traffic classification, and the public OpenAPI document. Ships with a real syntax-check + free/paid boundary contract test suite (bash tests/run-all.sh) that never calls real x402 settlement or spends real funds.
